The Nursing Home Reform Act was passed in 1987 (OBRA ‘87). It established quality standards for nursing homes nationwide and preserved residents’ rights. It emphasized the importance of quality of life, not just quality of care.

To improve the quality of life and quality of care for nursing home residents, a growing movement, known as “Culture Change,” is working to deinstitutionalize long-term care and radically transform nursing homes from hospital-like environments into HOMES.

A key directive of the Affordable Care Act of 2010 was to transform both institutional and community-based long-term care into a more person-centered system. For nursing homes, the Culture Change movement is central to this shift in philosophy.
